🇱🇷 Job Vacancy @ ATHENA INFONOMICS – Learning and Communications Manager- Countywide Sanitation Activity

JOB PURPOSE

Athena Infonomics is seeking a Learning and Communications Manager to lead and facilitate learning, dissemination, and action research under the 5-year USAID/Liberia Countywide Sanitation Activity (CWSA). The Activity aims to achieve universal access to at least basic sanitation in five counties – Bong, Nimba, Lofa, Grand Bassa, and Montserrado (excluding Monrovia) – through a combination of market-based sanitation and an improved enabling environment. The Learning and Communications Manager will work closely with the CWSA Collaboration, Learning, and Adaptation (CLA) Advisor (CLA Advsior) and CWSA Monitoring, Evaluation, and Learning (MEL) and technical teams to identify and document lessons learned from implementation, design and supervise action research, strengthen government capacities and processes for learning, and communicate experiences to Liberian and global audiences.

RESPONSIBILITIES

Facilitation and Capacity Building for Learning

  • Work with national- and county-level Activity staff to identify, document, and share lessons learned from implementation
  • Support Governance team to design and deliver capacity building on learning and applying lessons for national and county stakeholders
  • Engage with GoL counterparts at the national and county levels to conduct quarterly review meetings
  • Facilitate knowledge exchange across project counties and institutions
  • Co-lead annual Learning Exchange workshop with CLA Advisor, including developing the agenda, identifying participants, organizing presentations/contributions from GoL, civil society, development partners, and other stakeholders, and providing follow-up documentation

Action Research

  • Support CLA Advisor and subject matter experts to design action research in line with the Activity learning agenda, including the use of quasi-experimental research designs
  • Collaborate with CLA Advisor to recruit, train, and supervise enumerators as needed
  • Contribute to qualitative and quantitative data analysis
  • Work with subject matter experts to analyze and present research findings, to both technical and general audiences

Dissemination and Communications

  • Lead communication of learning using a variety of approaches (reports, policy briefs, webinars, etc.)
  • Coordinate with USAID’s Communications and Knowledge Management team to disseminate information about the Activity via Global Waters and other USAID platforms
  • Ensure all publications, videos and other products follow USAID branding and marking guidelines
  • Track metrics and report on the effectiveness of Activity communications efforts

Activity Learning Systems

  • Develop an Activity learning agenda in collaboration with the CLA Advisor, the CWSA team, and GoL counterparts
  • Support the CLA Advisor to develop the Activity Monitoring, Evaluation, and Learning Plan (AMELP)
  • Work with CLA Advisor to train MEL team and other Activity staff on identifying and documenting lessons learned
  • Support design and rollout of standardized processes to capture learning throughout implementation
  • Collaborate with CLA Advisor to facilitate quarterly reflection meetings with internal Activity staff, USAID and other stakeholders
  • Ensure adherence to uniform standards, formats, and style guidance for publications, materials, and presentations in line with USAID requirements

QUALIFICATIONS

  • Bachelor’s degree in a relevant field. Postgraduate degree preferred.
  • Knowledge of the sanitation sector strongly preferred.
  • At least 5 years of experience in qualitative research, communications, and learning, preferably for a USAID program.
  • Excellent writing skills in English and experience writing for a global audience.
  • Excellent oral presentation and communication skills.

REPORTING

This position reports to the CLA Advisor

  • The successful candidate must not be subject to employment restrictions from a current/former employer (such as a non-compete) that would prevent the candidate from performing the job responsibilities as described
