A day in the life of a Program Development Officer:

At Samaritan’s Purse, the Gospel really is the center of all we do! We start each day with a time of devotions and spend time praying for each other, our staff and volunteers who serve around the globe.

In the role of Program Development Officer you will have the opportunity to:

  • Maintain your personal relationship with Jesus Christ and be an effective witness for Him
  • Develop programming through writing concept papers, proposals and budgets using best practices and lessons learned in coordination with appropriate program units
  • Build relationships on behalf of Samaritan’s Purse with bilateral donors, International Non-governmental Organizations, and other agencies
  • Assist as needed in program implementation, including: developing assessments, baselines, budgets, monitoring and evaluation systems, field visits to verify data, reporting and close-out
  • Build capacity of field staff in general program development skills, behavior change communication, and quantitative and qualitative monitoring and evaluation skills
  • Represent Samaritan’s Purse in relevant UN cluster meetings and other donor/partner meetings
  • All other duties as assigned

Qualifications & Experience

  • Master’s degree (M.A.) in International Development or International Economics preferred. Study in a related field and/or strong field based experience will be considered in lieu of education, preference for: three years’ experience in program management and/or three years of cross-cultural in the implementation of relief and development programming, or a combination of education and experience
  • Technical writing skills including developing proposals, training/instruction manuals, and reports
  • Working knowledge of the grant submission processes of major donors such but not limited to the UN, CIDA, DFID and USAID, PADF, etc
  • Ability to develop and carry out work plans and solve problems independently
  • Experience in working with cross-cultural and cross-denominational Christians
  • 12 credit hours of college-level Biblical Studies

Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

FAO Liberia is implementing two joint programmes. With funding from the PBF (Peacebuilding Fund), the Office supports the implementation of outcome two of the project: “Delivering Peace Dividends in Liberia: Consolidating National, Regional and Local Reconciliation and Social Cohesion Opportunities”. Additionally, the project titled: “Building Resilience of Youth, Women, and Vulnerable Groups through Social Protection Floor in Liberia using ICT”, will be simultaneously implemented, working with relevant UN agencies, Government of Liberia and private actors. To lead the Office’s engagements and delivery of activities, under these projects, FAO Liberia seeks the services of a Project Coordinator. S/he will work fulltime and lead all aspects relevant to the achievements of the objectives of the projects.





Reporting Lines

Under the overall guidance of the FAO Representative in Liberia and the direct supervision of the Assistant FAO Representative for Programme, the National Project Coordinator, liaising with Lead Technical Officers (LTOs) and relevant colleagues at the country, sub-regional, regional and headquartered offices, will undertake the tasks outlined below.

Technical Focus

The National Project Coordinator will be responsible for the management and implementation of the project activities in accordance with the work plan and budget.





The Incumbent Will Undertake The Following

Tasks and Responsibilities

  • Prepare annual work plans/budgets and submit for consideration and approval
  • Support the organization of project inception meetings/working sessions
  • Support the establishment and continuous strengthening of project steering committees, project implementation teams, and technical working groups
  • Liaise with relevant FAO units (country office, sub-regional, regional, and headquartered) to lead from FAO’s angle, the implementation of all activities
  • Lead the preparation of annual (further disaggregated per quarter) procurement, HR and travel plans
  • Lead the preparation of (narrative) reports and support the drafting of financial updates/reports)
  • Support the preparation of annual M&E plans;
  • Undertake required field missions and ensure timely submission of back-to-office reports
  • Support the preparation, signing/contracting, and monitoring of the implementation contracts (LoAs, Commercial contracts) and MoUs under the projects
  • Support the development of communications products key to ensuring FAO, partner and donor visibility at all levels
  • Ensure that all cross-cutting – including Engineering, M&E, Communications, Agronomic, Policy, Operational, Finance, HR/Travel, Procurement and Logistical – support services are obtained as required
  • Support the Programme Unit and Country Team in other areas as required
  • Perform other duties, as required.

Minimum Requirements

  • Minimum of a Master Degree in International Development, Project Management, or related field.
  • At least 5-years experience in project management and implementation or in any of the areas of Peacebuilding, Agri-business, Food System Development, Social Protection, and IT/Digital Innovation Strategy will be an added advantage

WaterAid’s Integrated WASH programmes implements water, sanitation and hygiene activities intended to contribute to other critical human development themes such as education, sexual reproductive health, water resource management and climate, health and nutrition. As lead for programme management. You will be responsible for developing and managing WaterAid’s Integrated WASH Programme and maintain strategic relationships with relevant partner organisations, national government, local governments, external partner organisations and private sector to effectively deliver the programme. water supply, sanitation and hygiene projects.

Working within the WASH Programme Team , the Program Manager will be responsible for:

  •  Contributing to the development of the Country Programme strategy by ensuring the designs properly articulate and contribute to the intentions of integrating WASH programme in other aspects of human development
  •  Leading on integration of WASH Governance, Urban WASH and Integrated WASH programme, promoting innovation, learning and scalability, recognising WaterAid’s programme quality standards. c0hJFfj B2MyfS
  •  Managing and supervising all projects and partnerships under WaterAid’s integrated WASH programme, ensuring effective planning and provision of technical support for project implementation and reporting.

To be successful, you’ll need to have:

  •  A degree or professional qualification in a relevant subject (i.e. water and sanitation engineering, geology, hydrology, international development, programme management, economics or other social sciences).
  •  Post graduate qualification in a social development subject, with strong background in WASH or related field is desirable.
  •  Significant experience of community-based water supply, sanitation and hygiene promotion projects.
